About thirteen years ago, the City of Beaufort, the Town of Port Royal and Beaufort County Council were sometimes at hostile odds over how municipalities would find rational and civil ways to look at how we grow through planned annexations and collaboration on service delivery.  Over a period of likely five years, a resolution was agreed upon, thanks to leaders like Skeet Von Harten from the Country, Bill Rauch from the City and Sam Murray from Port Royal.  The outcome is known the Northern Regional Plan which outlines agreed up boundary lines for growth areas for the municipalities and an understanding that most out side of the growth areas would remain rural in character.
