Each Spring, when local governments begin their budget process, we wonder how many of the state dollars that are supposed to flow to local governments will come. As I recall only just over 70% of the dollars due county and municipal governments were appropriated last year.
While the following story is about Edgefield County, which is different from Beaufort in many ways, it explains the dilemma local governments face when commitments from the State are not fulfilled.
